Can not find Banner Ad Manager Function in FP03

Hello
I need to rotate pictures in FP03. Prior to upgrading, I was using the Banner Ad Manager to do this. I cannot find that feature in FP03.

If it is not available in FP03, are there any add-in's available to work similar to the Banner Ad Manager?

Microsoft hid this component because it requires a Java
Virtual Machine to operate, and no version of Windows (XP
or newer) includes one of those.

The banner ad manager (JAVA) is deprecated in FP 2003, but still available in the tool well
View Toolbars Customize Commands and drag it from the Insert Menu to one of your tool bars
