Can not display html email in Outlook2003

The outlook 2003 cannot correctly display the html format email. They are
displayed as "abcde <http://xxxxxxxxxxxxxxxxxxxxx>". Some of them are
displayed as "<br>" only.
I tried to change the format: Double-click to open a html email, selecet the
Format menu, but the "html", "Plain Text", "Rich" are all grey, and cannot be
selected.
Then I went to [Tools/Options/Preference/Email Options], the "Read all
standard mail in plain text" is unselected.
I also checked the "Change automatic Download Settings", they are correct. I
try to clear the check box, but the html email still cannot be displayed.
Then what should I do?

First try Edit>Edit Message and then try Format>HTML

First, I use the chinese version of Office 2003, including outlook 2003.
The html emails are in the folder created by myself. They are not in the
'Junk E-mail" folder.
The html emails received a few weeks ago cannot be displayed now. But they
can be displayed correctly before.

I try to use Edit>Edit Message and then Format>HTML, but these operations
cannot make the html emails display, they still displayed as "abcde
<http://xxxxxxxxxxxxxxxxxxxxx>" or <br>.

Another problem is :
I cannot use word 2003 to reply a html email, an error message is displayed,
informing that the word is not available or not installed or the version is
not match. But i can use word2003 to rwite a new email bu clicking the <new>
button, and I can use word2003 to reply a non-html email.

Please help me. Thanks!

Alvin,

Check your group policies to see if it is designating what mail format you
use.

user configuration/administrative templates/microsoft office outlook
2003/tools | options/mail format/message format

If you don't see the office template under administative templates then you
have to download it from Microsoft and then add it to your GP. You can do a
google search on how to do this.
