can not boot pc

My friends computer, Duron 700, 640SDRAM, two HD, total 60GB.

When he boots up it shows "cannot find any hard disk devise" and " INF File
TXTSETUP.SIF is corrupt or missing, Status 32768"

All his files are backed so a format of both drives would be OK

His OS is WindowsXP Home, full version.

I would be pleased to receive any help or advise.
