can i over lay one slide on top of another slide. first slide a building
layout then add the next slide it would have pipe layouts or wire layouts be
able to change the top slide and not the slide of the building layout

You could create a master with the building layout pasted onto it or create
an image of the layout and use as a background.
The first methos would allow you to modify the layout if you needed to but
not in normal view,
