can I setup prefilled responses to insert into my emails?

I'm assuming Outlook 2007 has integrated a feature where you can open a
folder and click on an answer for frequently asked questions and have the
email filled in with your clicked answer.

I would be disappointed if it didn't have that feature. How do I do that?
 
Not sure why you'd assume Outlook included such a feature. It has Quick
parts and that is the closest you get to something like that. Quick parts
are more like autotext in older versions and you insert it into messages.
