Can I restore "cleanmgr.exe"?

I had a problem with XP and traced it to a bad copy
of "mscms.dll" which I replaced. Everything seems to be
alright, except the the Disk Cleanup utility
(cleanmgr.exe) hangs up completely while scanning
compressed files. I have two copies of cleanmgr.exe and
they both do the same thing. Is there a way to restore
this utility to working condition?

Also, is there a way to force a complete and thorough
examination of the hard drive (i.e., like the old ScanDisk
in earlier Windows versions)?

The Disk Cleanup hang up happens a lot - it is a Known Issue and doesn't
have anything to do with your other issue. Disable the compressed file
scanning - Delete this key: HKEY_LOCAL_MACHINE\SOFTWARE\Microsof
\Windows\CurrentVersion\Explorer\VolumeCaches\CompressOldFiles.
