CLEANMGR.EXE utilizing too much CPU ?

I found that my disk clean up doen't work - neither will
my virus software do a complete scan of the C drive. The
restore function will only go back one day otherwise it
states it cannot be done. And I noticed my CPU is always
at 100% with no applications running but I noticeed the
CLEANMGR.exe if tilizing 95-98% of the CPU - Is this
normal or it my OS screwed up? Any advice - Ihave been
on hold with Dell Support for almost an hour now ......
