Can I re-map my keyboard layout??

the keyboard layout on my laptop is rather weird, having placed the right
alt key far away from the spacebar and a "<" key instead! I wonder if I
could somehow hack this or map the keyboard with my own configuration??

tried that, didn't work
the I found this great MS article on how to remap on REgistry level

What I need now is some utility to tell me the scan code for a key on my
Toshiba machine, some grabber kind of utility?
