Can I Prevent Self-Inflicted Meeting Conflicts?

I am trying to prevent schedule appointments & meeting conflicts in my own
calendar. I have resource scheduling options set to "Accept Meeting
Requests" and "Automatically decline conflicting meetings". Yet I can still
schedule conflicting meetings on my calendar. Are scheduling conflicts only
flag when outlook receives an external request?
 
Those settings are meant for "auto processing" meeting requests
that come to you from others.
