Can I prevent a new line being inserted after Return

I have created a form and part of it requires additional information from the
respondent. When Return is pressed the text underneath is moved down and it
goes onto a new page. Has anybody got any idea how I can prevent that from
happening?
 
Use a table cell with fixed dimensions. Although this won't prevent
users from inserting excess text, it won't be visible (or printed),
which should work fine for most purposes.

Maybe I'm reading it wrong. What I read is that when they do a return, the
next line of text moves down and ends up on the next page.

Isn't that what it says?

This is a protected form. They want to prevent people from distorting the
form by pressing Enter and adding lines. Try reading the other answers.
