can i permanently delete junk mail from hard drive?

all junk mail that is being recieved by outlook and then being deleted, is
starting to clutter my hard drive. Is there a way to permanantly remove
these emails from the hard drive?

If it is deleted then it is deleted. The only thing that might be cluttering
your hard drive (as you put it) is an increase in PST size due to "white
space". Compact your PST to reduce the excess.
 
So, would the best way to handle "white space" be to export the .pst to it's
own hard drive that could be erased whenever it became too execessive?

No, the best way is to right-click the root of the PST, select Properties,
click Advanced, then Compact Now.
