Can I make text have a degree of transparency in Powerpoint?

No, not normal text. For short texts you could use WordArt with a
transparent fill.

It depends on what version of powerpoint.

Powerpoint 2002 (aka xp) and 2003 have a transparency slider that you can
control how see through an object is. Unfortunately it does not work with
text. That leaves something called "Word Art". Have Fun

Meep, it's a good idea to use short subjects and type more into the main
question box.

To answer your question, no, you can't apply transparency to text in PPT.
