Can I make domain policy trump local policy

I have a computer running Windows XP Professional that is giving the message
"The local policy of this system does not permit you to logon interactively"
when I try to log in using a domain user. I believe that all of the local
users have been wiped out(someone looked for me with a nasty little linux
utility). So I can't just use the administrator account.

The computer still thinks it is on the domain, and it is still accessing the
domain server (Windows 2003 Server). As the domain administrator <fanfare> is
there any way to bully the member computer into submission, by somehow
overriding the local policy that it is operating under?

When I try to manage the computer from the DC, "Local Users and Groups" has
a red circle with a white X, and everything else loeads to "Access is
denied." Can it really be that the domain administrator can't get into the
box or change settings on it?
