No, you cannot lock the Spelling and Grammar options. You can protect your
document from any changes but that could be too restrictive, and also this is
very easily circumvented. You could PDF the document, again could be too
restrictive for your purposes.
I just ignore these changes, as I see fit, when I receive the changed
document back.

Perhaps I should have been more specific in my question. I am not wanting to
protect a document that I have made from changes.
I am supervising an exam to be written using Microsoft Office Word for a
student from another institution and that institution has requested I select
"Hide spelling errors in this document" and "Hide grammatical errors in this
document" before the student starts. I wanted to know if there is a way for
me to password protect those seetings so the student cannot change them.
