I recently purchased Office 2007 Home & Student version, but not Vista.
Outlook 2003 now acts clutsy. What is my best least cost alternative for
using E-mail with my new Office Suite (Word and Excel)?

How about standalone Outlook 2007?

Define 'clutsy'
Outlook 2003 works fine on Vista, you will only be missing full intergration
with the rest of office 2007
