can I delete these files?

Under WINNT\ there's a bunch of folders looking like
$NtUninstallKB823182$ .. are these something to keep, or can I blow them
away?

Also, is there anything normally of value in TEMP directories? I would
hope not.

Are you running out of space? If not, leave them alone - or you won't be
able to uninstall hotfixes, service packs, patches, etc. If you're running
out of room you can either move these to another drive/partition, or delete
them, being aware of the caveat above.

No - you can delete things in temp, provided they aren't in use.
 
These are the uninstall routines for various service pack and or hotfixes.
If you don't expect to ever require to back down from them then yes you can
delete them.

With no applications and or installs running and after restart, you can
delete the files from the %temp% directory.
