Absolutely.

two ways:
firstly have a look here:
http://aumha.org/win5/a/ntfscvt.php
(Substitute your drive letter for C: - this may or may not work!)
or,

Right-click on My Computer, choose "Manage", go to Disk management, and
format the drive in NTFS format.
in both cases 9and certainly in the second) you will have to make a "backup
of your backup"!

If at all possible it would be preferable to temporarily copy/move the
data on the USB drive to another location and do a proper NTFS format on
the drive, that would give you the normal 4K clusters instead of 512
bytes that you end up with when you use convert.

Start/All Programs/Accessories/Command Prompt/type "convert /? [less
the quote markers and be certain a space preceeds the slash]. This
gives you the basic command and procedure. Yes, it is safe to do BUT
backup the drive you are changing before you attempt to do it.

Sure. The fact that it's external is irrelevant.

If so how (easy way).

To convert to NTFS, you use the CONVERT command. But first read
http://www.aumha.org/a/ntfscvt.htm because there's an issue regarding
cluster size that isn't obvious.

Is it safe??

Yes, it's safe, but if you asking whether there is a risk of data loss, yes
there is. Conversion is a big step, affecting everything on the drive. When
you take such a big step, no matter how unlikely, it is always possible that
something could go wrong. For that reason, it's prudent to make sure you
have a backup of anything you can't afford to lose before beginning.
