Can I change the send / Receive order in Outlook

My ISP requires me to receive first and send 2nd but Outlook does the
opposite. Consequently the initial send operation fails, the receive
operation works and then I have to hit send again to complete.
 
OL2003 and possibly OL2002 have an option that will authenticate with your
POP server before sending. What version of Outlook are you using?
