Can I add file shortcuts to Outlook Panel (MS Outlook 2003) ?

In previous Outlook versions (before 2003) I could add file shortcuts to
Outlook Panel (similar to MS Explorer). Unfortunately I can't do it in MS
Outlook 2003. It's possible for Outlook's elements only (e-mail, contacts,
etc.).
Why?
I use MS Outlook 2003 + MS Exchange Server.

you need to create the shortcuts in Windows Explorer and drag them to the
Shortcut pane.
