I have been using frontpage for awhile, someone told me I can do certain
things with it. Can frontpage change a page or graphic based on certain time
or date? I was told this is possible, they did not know how, so I am looking
for the info on how to do this.

I see I can do a change, but can it do 8 items to change each day M-F, or do
I set an item to show at each time with nothing showing at another time, and
add others the same way but at different times???

You are limited to what is provided by the web component.
Anything other that you require will have to be
programmed by you or someone your hire for the task.

The 'include page' based on time schedule - from Insert > Web COmpoent > included
Content > Page based on schedule or Picture based on schedule which means it will
simply display from a predetermined time & date i.e. from Date X Time X to Date Y
to Time Y

There are other scripts out there that can do the same thing and probably more
than the basic frontpage feature.

The problem with the FP web component is that is does nothing
unless/until you republish the Web. If you edit it on January 1 and
set it to change on January 5, it won't actually change until the
first time you update the Web _on_ _or_ _after_ January 5! To do what
the OP wants to do, you have to write your own code (or use a
published "packaged" solution) in JScript, Perl, ASP, PHP, or whatever
your web scripting language of choice is.
