Can enable firewall

I cant enable my windows firewall anymore.
When I go to the Control Panel, click on the firewall icon, it asks to
enable "internet conection sharing" service. When I go to the administrative
tools in control panel, and go to "Services", I can't enable the "Windows
Firewall/Internet Connection Sharing".

I get an error message:

"The Windows Firewall/Internet Connection Sharing (ICS) service terminated
with the following error:
An address incompatible with the requested protocol was used."

Any help?
