Can connect but nothing else happens

I am having problems with my internet on my own computer. When I try to
connect to the inernet, it connects ok as usual, but every web page I try to
look at, I get told that the page doesn't exist, as if nothing from the web
servers could be loaded onto my computer screen. My other programs that use
the internet, such as my virus scanning program, cannot download updates from
the internet, even though there is a working internet connection. I have
tried using the same internet service on another computer in the house, and
everything works fine on that one, so the problem cant be with my ISP. I
tried doing a system restore to find a solution, but my computer keeps saying
that the restore cannot be completed, so no restore occurs. The only other
solution I can think of is to reinstall my operationg system Windows XP. I am
getting no error messages when I connect to the internet. Is there another
solution to my problem, or will I have to hope that a reinstallation will
work?

Doing what?

I have
tried using the same internet service on another computer in the house, and
everything works fine on that one, so the problem cant be with my ISP.

That doesn't mean that you are getting the same settings on each.

On each machine in a cmd window enter:

ipconfig /all

and look at the DNS address(es) being used.

For purposes of an example let's assume you see two addresses there
and call them <dns1> and <dns2>

Then also enter:

nslookup <dns1> <dsn2>

and

nslookup <dns2> <dns1>

to test them both. BTW there is not necessarily a problem if they won't
do the reverse lookups for you but if they do you will have a better indication
that they are both functioning properly.

I
tried doing a system restore to find a solution, but my computer keeps saying
that the restore cannot be completed, so no restore occurs.

Your symptoms indicate you have a wider problem than just with IE.
You may find better assistance in a newsgroup which specializes in
your OS in general or networking specifically.

Here is a link to a troubleshooter which in turn links to such newsgroups:

There is still some diagnosis that you can try so you can understand
your symptoms better.
