Can anyone help?

Recently my newphew's computer (E-machines T1221) began
having an issue were the computer would re-boot after
start-up. I started the system in safe mode, ran system
restore and then re-booted. Now the error below started
and I can even run Windows in Safe mode.

"A problem is preventing windows from accuratley checking
the liense for this computer. Error Code: 0x80090019"

Any suggestions?

At boot up, the Windows Product Activation does a cursory check
that it is still running on the same hardware "Hash" that it was when
the copy of XP is activated.
It's probably having difficulty verifying the contents of file Wpa.Dbl,
which stores the activation data. This why it's a good idea to backup
a copy of the file.
For any Microsoft Hexadecimal error code, the first thing to do is
use Microsoft's search function with the code number as the search
string. Usually, you'll find KB (Knowledge Base) articles that address
your issue and possible solutions.
