calling card ignores wait commands

I've tried numerous times to set up and dial my modem
using a calling card. Each time the entire sequence of
34 digits dials in a continuous string without waiting
for the operator. Here's my dialing steps:
Dial the access number
Wait 8 seconds
Dial the PIN number
Waint 4 seconds
Dial 1
Dial the area code and number

Anyone have an idea why this doesn't work properly?

Try this---Where you have to wait, insert one comma for
each second that you want.
