call contacts and play a voice message

I would like to be able to call a group of contacts from the church and play
a voice message when the phone is answered. Like cancelled services due to
weather. Can this be done in outlook or even Access?
 
No. You'd need dialing and voice modem software for that.
Outlook and Access only provide databases.
