Calculating VAT

Does anyone know of a programme that will allow me do a calculatation like:

VAT on cost price
mark-up %,
VAT on that
the difference between VAT values

works for 30 different countries. 1 problem if in UK the regional settings
for the decimal have to be changed from (.) to (,). The author is working on
this now
