c0000218 error loading \SystemRoot\System32\Config\Security

Recieving the following error when loading a Dell XP
laptop:

Stop: c0000218 {Registry File Failure} The registry
cannot load the hive(file): \SystemRoot\System32
\Config\Security

I am unable to rename or copy this file in recovery mode.
Is there anyway to startup this laptop so I can recover
the data?

Thanks for the response. I will try some of these articles
tomorrow. I tried the 307545 where it states to copy some
of the hive files. I can copy all files except the
security one. Any ideas?

Sometimes, if your time is valuable, rather than going through all of the
articles, and IF your system had been running well before the problem, AND
if it isn't due to faulty hardware, a Repair Install is the quickest fix. A
Windows XP Repair Install will keep your data files and programs intact, and
just Repair Windows XP.
