Did you download and install anything recently that the name or
abbrevation MSE4 might be related to?
It would seem that something of that sort was installed, or attempted
to be installed, on your computer and failed in some way.
TEMP files and folders are intended for use only for temporary working
files such as during a program install or update, and should be fully
cleaned up and all references to them removed automatically as part of
the finishing routine of the install or update.
So you either have something partially done or you have some sort of a
malware (spyware/virus/trojan) infestation that is using these files
and folders and is hanging up for some reason.
What happens if you boot your computer into Safe Mode or Safe Mode
With Networking? If you use the Safe Mode With Networking you should
be able to access the Internet etc. Does this work okay?
The answers to the above questions will help to identify what the best
course of action would be for fixing the problem.
