Buying XP in China, want English

I'm working in China and building a new computer. I want to buy a new, boxed
version of XP Pro, but wanted to find out if a (legit) copy of XP Pro bought
in China will still have all the same features and functioning of XP Pro
bought in North America. Ex. will I be able to set default to English?

No; winxp pro is sold in language specific versions - unless you buy an
'enterprise?' version
Unless a local supplier can help you would likely need to purchase on line
from an English language location.
Or try MS in China, presumably there is such.
