buttons, address, file, etc missing in explorer

I've got a problem with a windows xp machine while running
internet explorer. The file view etc. options, back
button reload button etc., or address bar are showing up.
It is just for one user on this computer. A new user
added to this computer has a normal looking internet
explorer screen. I've tried resetting to defaults within
the properties tab but it doesn't work. How do I return
it to the normal? Help Please!
