Business Contact Manager not showing

Hi experts,
On an XP Pro platform, Office 2003 is not showing the BCM.
I have tried to go to the Disabled items but is not
disabled (Microsoft Knowledge Base Article - 840778.
). I inserted the BCM cd in it asked to repair or remove,
so i know it is installed. it is now showing up on the
toolbars, or help.
Any ideas why it would not show up.
