BUG outlook 2007 view contact list exists butt completely visible

Environment OS: Vista RTM, Office 20007 (12.0.45.18.1014 (MSO
12.0.4518.1014)
Screen resolution is 1600 x 1200

When Viewing Contacts in Phone List View a lower or mid chunk portion of the
list is not populated. The Grid is visible but not the data. If I click the
mouse on the field the data is then populated and visible. OR use the down
arrow, click on the down arrow on the scroll bar.
The Occurs in 2 cases If I select a area to JUMP to using the scroll bar or
using the page down or page up keys.

IS this a BUG or something else?
Also Where is the ideal place to post these potential bugs in
 
I cannot reproduce this one. I also don't think this is related to Outlook.
In general screens not being painted correctly is caused by either lack of
processing power of the graphics card or by driver issues with the graphics
card.

As for your question on where to report potential bugs; contacting the
vendor directly is always the prefered method.
