Bug: incorrect Start Menu width when Font Size set to 100 DPI

When Vista's system Font Size (DPI) is set to certain custom sizes, for
example 100 DPI, the Start Menu is not adjusted properly. The graphical
On/Off and Lock buttons are scaled up but the menu's width is not increased
to match.

Reproduce:

1. Change the font size (display DPI) by going to Control Panel ->
Personalize -> tasks: Adjust Font Size (DPI) -> Custom DPI...

2. Select 104% or drag the ruler to 100 DPI.

3. Save changes and reboot as needed.

4. Look at the Start Menu. The font is bigger but the menu is not wide enough.

Tested with Vista Ultimate on a Dell w/ Nvidia Quadro FX 550 (Aero capable,
latest Nvidia drivers); Vista Ultimate on an HP Pavilion w/ ATI R200 (Aero
capable, Vista drivers)
