Bug in Windows XP - User Rights Advanced File Sharing?

I've run across this problem with half a dozen other XPpro users in newsgroups. Seems on some systems, there is no way to add users to groups. Some add buttons return errors, and some buttons (ie: Add users or Groups button in User Rights Assignment under local security settings) do nothing at all when clicked. What is missing from the install?
 
In some cases this info may help. The user picker seems to require that
RCP services be installed. On a machine without a network interface this
is not installed by default. On such a machine one needs to add the fake
network interface named MS Loopback adapter, and make sure that the
MS Network client gets installed. The MS Network client can be unchecked,
that is, not bound, to all interfaces, but it needs to be installed and so
showing
in the properties of at least one network interface. Some people have
selected
to uninstall this rather than just remove the binding, resulting in problems
that
are similar to what you report.

I also have a similar problem when trying to edit user permissions within administration (under Computer Management) When editing users in an attempt to make an existing user a member of a new group, I get the following error
An error occurred attempting to create the Object Picker. An error with no description has occured

SOLUTION!!

Seems this error is caused by replacing the file RICHED32.DLL with a previous version. For those of you who may have used a program called Drumbeat 2000, (mabe others too) replacing the windows XP RICHED32.DLL with an older one from Windows 98SE is a required workaround for the WYSIWYG to work properly

Don't forget to delete the file in the DLL cache directory or it will come back... (create a batch file to replace file in both directories quickly
