Hi! The user right assignment(local policy) for Log On as
a batch job cannot add in the user, the add button is
disable, so how to add in the user/groups? Thanks!

If you are joined to a domain, it is possible the domain
policy is being pushed down to your machine, in which
case you will be unable to edit those settings. If that
is the case, you need to contact your domain
administrators, and they can adjust the policies to allow
you to edit it (if they want you to be able to).

Hi! Actually i'm also a domain administrator but i'm
fresh on it, so which policy that i need to adjust in my
domain server in order allow the user can add in the
users. Thanks!

Before adjusting domain level policy you definitely
need to understand how policy is being used. The
setting can be in any of the policies that have the client
machine within their scope of management. Which one
is doing it, and where you could as well as where you
would want to make the adjustment, is something you
should think through before making the change.
