I may not know video cards, but I do know that "SE" stands for "Standard
Edition", as in basic, entry level, utilitarian, underpowered but with "the
name" of the High Priced Spread in front. to fool you into thinking you are
getting that model level performance for a minimum price.

Having said that, the Hercules AIW 9800se I saw recently at a friend
house was benchmarking right up with the 9800pro... Just from the use
of a slightly modified .inf file he found on the net somewhere (don't
ask me where, I don't know). Yes I know it only has half the pipelines
(not that this seemed to have any effect on current benchmarks!), but
it was also only half the price, and came with a remote control and
video capture facilities.

SE on my car means it has electric rear windows as well as front.
Moral of the story, ignore the name, compare the price/features and
reviews.
