Browser won't open

I'm at a total loss so I thought I would try this.
Hopefully somebody out there can understand the problem.
All of a sudden my browser won't open from the icon page.
(I can only open it when I go to the program
list..internet explorer and click on it from there).
When I try to open in normal fashion this is the error I
get.
If anyone has any ideas, I would sure appreciate it.

I don't know what is happening there. All I know you can
try creating new icon because the program still works.

Go to My Computer > Local Disc > Program Files > Internet
Explorer

Then try clickin the Internet Explorer icon (in my
computer it says 'iexplore' in that icon). If it works and
the program opens without any problem then right click the
same icon again. Then click the 'Create Shortcut' from the
opening tab.

After clicking it Windows creates new Shortcut icon to the
Internet Explorer folder. You can cut and paste that icon
where you want it to be (for example to desktop). The old
icon (which gives you the error message) you can delete.

What does right-click of that icon show you?

Try an IE Repair (MSKB 194177) to repair the associations.
If that doesn't help suspect interference from malware.
E.g. use SpyBot to detect and remove.
