Browser windows spawned by clicking "parent" open blank

Suddenly, I can't seem to get IE6 to spawn a new browser
window. When clicking a link which is supposed to open a
new window, that window opens but with a transparent pane
-- showing that which is underneath. Eventually, the
"cannot find server" page replaces the transparency. This
specific problem is not in the knowledge database although
there's reference to those who use external page-reading
software. That does not apply here. Ideas?
