SlimBrowser has tiling built in, as do others I would assume.

I believe you can achieve this with many, if not most, freeware
browsers that have a "tab" feature. You just need to set up how you
want the tabs to appear -- across the top as simple tabs, or tiled as
you say, etc. Typically, there is an Options at the top of the app to
set this up.
