Browser shows Greek charcters at some web sites

I have tored changing the encoding but it still sppears the same. How
do I get rid of this nuisance feature. It seems to happen when
MacIntosh character set was used to set up web site.
 
The "ignore fonts" box was already unchecked. So this was not the
problem. I get Greek theta for an apostorophe, for example. How do
you think I can fix this?
