Why is the text spacing so radically different on
http://www.cjpe.org/backup/index.htm when viewed in Internet Explorer
than in Netscape and Firefox?

Because you pasted from MS Word and have all the IE only MSO styles in there like
<p class="MsoNormal" align="center" style="text-align: center; margin-top: 0; margin-bottom: 4px">
<font face="Georgia"><b><span style="font-size: 28.0pt; text-shadow: auto">Carl Lantz</span></b></font></p>

Remove all the Mso styles
