Browser locked from viewing Internet Options

My daughter's PC at work has the browser locked in such a way that I can't
access the Internet Options. Even if I go through the Control Panel to see
it the home page setting is locked. I tried to find the security (while
logged in as the administrator) setting in the security policies but no
luck. How do I change the security setting so that the home page and other
settings can be changed?
