Browser keeps reloading

Hello all! I am having a problem when I log onto the
internet. My browser will attempt to load my homepage and
then continues to reset and try again without ever fully
loading the page. When I actually can get to a page, it
will not let me navigate to another page. I have run my
virus software but no viruses were found. My Microsoft
Outlook has stopped connecting to my email as well.

Does anyone have any suggestions? Please advise...thanks!
