Browse Dialog not working

Whenever I go to browse to open a file, or export something all I get is a
blank window. I have tried reapplying the service pack, running sfc
/scannow, and ever a running a repair from the install. The only thing I
have not tried is a ground up rebuild. I would like to try to avoid this
option if it at all possible. I have too many programs installed that will
take me weeks to reinstall. Any help would be greatly appreciated.

Which application? Can you list out the steps for me to replicate the
problem?

it happens when you try to create a short cut on the desktop using the
wizard. When you try to open any file with any program. If looks like the
common dialog box is not working at all with any programs. Here is a screen
shot of the box that I get when try to create a short cut
