Broswer font size

When I change the broswer font size from medium to large or larger then the
text does not fit on the web page right. I have to use the horizontal
scrollbar to scroll to the right to see all of the text. Why doesn't the text
just wrap around so with large or larger fonts I can view the entire page
with out having to scroll over?

The webmaster who built the page built it without looking at the way larger
fonts effect the page. Unfortunately it's not customizable on your end.
If you're having problems reading small text try windows magnifier.
You'll find it under Start > All Programs > Accessories > Accessibility

When I go to my home page via my shortcut, the page appears smaller rather
than as regular size screen. How can I change that?

Windows remembers the size of the last Normal IE window closed.
Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window.
