broken internet explorer

After many hours on the phone with symantec to remove the
prorat virus, they deemed my computer virus free. The
problem is the residual damage killed my internet. When I
dial-in, a connection is made and it even tells me the
speed, but within seconds, the connection is broken,
disallowing any internet use. Would a reinstallation of
internet explorer work?

I doubt that IE is the cause, or the cure for that matter, of your problem.

Make a 'manual' DUN (Dial Up Network), place a shortcut thereto on your desktop and use it to connect.
