BROKEN IE6 on Windows Server 2003

Please help if you can.

System Info:
-----------
Microsoft Windows Server 2003 Enterprise Edition
IE 6.0.3790.0
All latest critical updates and service packs applied.
NO POPUP BLOCKERS INSTALLED


Symptoms:
--------
IE will not launch javascript popups
Right-click..."Open Link in New Window" does not work.
Links with target=_blank do not work.
Attempts to use javascript "window.open()" command results in the
following javascript error:
"Error: The callee (server [not server application]) is not available
and disappeared; all connections are invalid. The call did not
execute."
Otherwise, javascript works fine.


Tried So Far:
------------
Numerous IE6 reinstall methods I found on the web, none work as they are
for 2000 or XP and do not work for Windows Server 2003. Cannot
reinstall IE6 on Windows Server 2003, it is not an option. It is
tightly integrated with the OS.
Ad-Aware - No spyware detected
Spybot Search & Destroy - No spyware detected
CWShredder - http://www.spywareinfo.com/~merijn/files/cwshredder.zip
HiJackThis - http://www.tomcoyote.org/hjt (this one at the suggestion of
Google, whose toolbar I was using. I emailed them, and we had a series
of exchanges during which we ruled out the use of their Google Toolbar).
AVG Anti virus - No viruses detected
Ran "sfc /scannow", it did not fix the problem.
Tried removing all IE-related hotfixes in reverse order, taking
dependencies into account. Did not work, so I reinstalled them.
Cleared cache and all cookies.
Reset IE security levels to defaults, tried all manner of settings
regarding scripting in Tools...Internet Options, including enabling and
disabling the "Disable script debugging" option.


Conclusion:
----------
IE6 is broken, and needs to be reinstalled. Is there ANY way to do this
on Windows Server 2003? I have yet to find it.
