Broken "From header"

When the "From"-address contains both a comma and international
characters, it seems like strips away the quotes (that are needed
because of the comma). When doing a reply, the last name (that comes
before the comma) is placed on its own "To:"-line (without email
address), and only the first name(s) are used as display name for the
email address.

To reproduce the error do the following. In Exchange set your Display
name like this: Lefdal, Alf Kåre

The From header produced will look like the following:

From: =?iso-8859-1?Q?Lefdal=2C_Alf_K=E5re?=
<[email protected]>

Here the quotes are missing, so replying gives you two recipients:
- Lefdal
- Alf Kåre <[email protected]>

In any other email program (e.g. Thunderbird og Squirrelmail) set your
display name likewise, with the from header produced looking like the
following:

From: =?ISO-8859-1?Q?=22Lefdal=2C_Alf_K=E5re=22?=
<[email protected]>

Here the quotes are like the standard says, and replying works fine:
- "Lefdal, Alf Kåre" <[email protected]>

I believe this is a bug in Exchange or Outlook 2003, but I'm not sure.
How do I set up Outlook 2003 so that it will send the headers correctly
formatted?

I don't even know how to report bugs to Microsoft (I guess they have
removed the link due to flooding problemns :)
