Bring Outlook 2002 Data Files into Outlook 2003

My laptap had a complete new hard drive image installed including an upgrade
to Office 2003. Previously, I had no problem bringing in previous Outlook
email/calendar/contacts/notes but am struggling now (have complete NTI backup
of previous data).
Short of uninstalling/reinstalling Outlook, is there a way to dump all the
settings in Outlook and start fresh and with a fresh data file? I cannot seem
to get a clean Outlook Data File. One would think Microsoft would want this
transition to be easy and I've spent a lot of time on the MS knowledge base
and other sites and cannot get to where I need to be.
