Well, this may not be the best idea after all
because your .mpeg or .avi will have to be
saved as a .wmv file.
Anyway...I'm using Movie Maker 2 (I don't
remember the options in the eariler version).

I also installed some Effects & Transitions
for Windows Movie Maker 2 from the Plus!
Digital Media Edition disk but I'm reasonably
certain that the "Brightness" option was already
included in MM2.
If your version has the "Brightness Increase"
option...here's how to use it:
Import a video clip...File / Import Into Collections.
Left click/drag the clip onto the timeline.
Left click the "Video Effects" button...or go to...
Tools / Video Effects...
On your Video Effects screen...left click the,
Brightness, Increase...option and drag it on
top of the clip.
Save the clip.
